Agenda Inovasi Pembangunan Daerah dalam RPJMD Kabupaten Cianjur 2025–2029: Analisis Innovation Governance dan Model Penguatannya

Inovasi daerah semakin diakui sebagai instrumen kritis dalam mempercepat pembangunan dan meningkatkan daya saing wilayah. Namun, banyak dokumen perencanaan daerah belum secara eksplisit membangun arsitektur innovation governance yang koheren. Artikel ini bertujuan menganalisis agenda inovasi pembangunan daerah yang termuat dalam Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Cianjur 2025–2029, dengan fokus pada identifikasi orientasi inovasi, klaster prioritas inovasi, gap innovation governance, dan pengembangan model penguatan tata kelola inovasi daerah. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis dokumen (document analysis), analisis isi (content analysis), dan pengodean tematik (thematic coding). Data primer adalah RPJMD Kabupaten Cianjur 2025–2029, sedangkan dokumen Analisis Isu Kabupaten Cianjur digunakan sebagai triangulasi. Kerangka teoretis mengintegrasikan innovation governance, regional innovation system, collaborative governance, mission-oriented innovation, dan public sector innovation. Hasil penelitian menunjukkan bahwa RPJMD Kabupaten Cianjur memuat orientasi inovasi yang beragam mencakup transformasi digital, agribisnis, pariwisata, pelayanan publik, dan reformasi birokrasi. Terdapat lima klaster prioritas inovasi daerah yang teridentifikasi. Namun, terdapat gap signifikan dalam hal kelembagaan, kolaborasi lintas aktor, integrasi kebijakan, pengukuran dampak, dan pendanaan inovasi. Artikel ini mengajukan model Territorial Innovation Governance (TIG) sebagai kerangka konseptual baru untuk memperkuat tata kelola inovasi Kabupaten Cianjur. Temuan ini memiliki implikasi kebijakan bagi Bupati, Bapperida, BRIDA, perangkat daerah, perguruan tinggi, dan pemangku kepentingan lainnya dalam membangun ekosistem inovasi daerah yang berkelanjutan.
